Ron Beehler, Director of Client Services
Ron utilizes skills gained through more than 35 years of hands-on experience performing life safety, accessibility, and structural plan reviews to successfully manage building departments, building department services and high-profile building projects on behalf of public agencies throughout California. His experience includes establishing and coordinating on-site building department services for large, multi-building projects and unique, fast-paced development projects. Ron has served as Chief Building Official for multiple California public agencies including interim assignments.
Roger Peterson, Director of Operations
With more than 34 years of experience in structural design and plan review, Roger brings considerable depth and knowledge to any project. Roger is registered in California as a Structural and Civil Engineer, and he has designed and provided plan review services for multi-story steel and concrete-framed buildings, as well as one-story structures utilizing steel, concrete, timber, and masonry framing systems. His design experience includes schools, commercial and industrial projects, micro-chip production facilities, power plant installations and multi-family residential projects. Roger's expertise in large and complicated projects contributes to the success and safety of all projects.
Bill Rodgers, Director of Operations
Bill is registered in California and Nevada as a Civil and Structural Engineer. Bill has more than 30 years of experience in the field of structural engineering, including more than 20 years of experience as a plan review engineer. Bill has managed a large staff of plan examiners located across California and Nevada, ensuring timely service to our clients and a balanced workload for his staff. Bill's wealth of experience includes a varied and vast list of projects throughout California and Nevada. Bill is in demand for hands-on work within jurisdictions due to his great success in blending excellent engineering skills with responsive customer service.
Debbie Thorson, Chief Financial Officer
Affectionately known as BPR’s Queen of Finance, Debbie brings deep experience and steady leadership to everything from budgeting and forecasting to contracts, benefits, and business strategy. With decades of experience managing complex financial systems and advising company leadership, she keeps our numbers in check and our goals on track.
Debbie has a knack for making sense of the most complicated spreadsheets, and her sharp analytical skills are matched only by her team-first approach. Whether she's guiding high-level strategy or helping streamline day-to-day operations, she’s the financial backbone of our firm—and a trusted
voice at the table.
Michelle Marengo, Director of Marketing and Administration
Michelle has over 20 years of experience as a marketing and business development professional. She has worked primarily in the AEC industry with 8 years focused specifically on the marketing of municipal consulting services. In addition to her experience in marketing and business development, Michelle has worked in both the public and private sectors as well as being the owner of a small business. This varied experience provides her with a myriad of transferrable skills that are an asset to BPR and clients alike. Michelle brings to the team a culture and client focused approach, ridiculous attention to detail, and an always positive, can-do attitude.
Mark Berg, Southern California Regional Project Manager
Mark has over 30 years of experience in all aspects of building department services, many of which have been with Southern California municipalities. He is an International Code Council (ICC) certified Master Code Professional, Building Official, Fire Code Official, Plans Examiner, and Building Inspector. Mark is experienced in staff management and performing all common building department responsibilities including plan review, multi-disciplinary inspections, plan review and inspection scheduling, field supervision, regulatory compliance, code interpretation, and project acceptance. Mark possesses exceptional skills in complaint resolution, problem solving, damage assessment, team building, and has developed and presented training classes for several professional organizations on building code related topics.
Mark Meyers, Central California Regional Project Manager
Mark holds multiple International Code Council (ICC) certifications including Building Official, Building Code Specialist, Building Inspector, and Building Plans Examiner. For over 30 years, Mark has served as a Building Inspector, Building Official, Deputy Building Official, Plans Examiner and Permit Coordinator serving multiple Central California communities. Mark also provides specialized Building Official / Inspection Services including implementing permit tracking software, preparing operating budgets and managing all facets of building department activities. Mark is skilled in supervising plan review, inspection, and clerical staff, ensuring a high level of customer service and technical excellence for California based
clients and projects.
Denise Reese, Plans Examination Coordinator
With over a decade of experience in building safety and code compliance, Denise Reese brings deep expertise and a steady hand to her role as our Plans Examination Coordinator. An ICC certified Building Official and Life Safety Plans Examiner, Denise has reviewed everything from residential remodels to complex commercial projects—including OSHPD-3 licensed facilities. Known for her balanced approach, Denise combines precision and code knowledge with a collaborative spirit that makes her a go-to resource for applicants, designers, and jurisdictions alike. She leads our plans examination team and permit technicians with a strong focus on timely, thorough reviews and clear communication—ensuring projects move forward smoothly and safely. Whether she’s reviewing plans, mentoring new team members, or guiding clients through the process, Denise plays a key role in helping our partner agencies meet today’s
building challenges with confidence.
Andrew Burke, Plans Examination Coordinator
Andrew Burke is a Certified Access Specialist (CASp) and ICC-certified Plans Examiner with over a decade of experience in plan review, inspection, and code compliance. At BPR, he plays a key role in ensuring that both residential and commercial projects meet the highest standards of life safety and accessibility. Andrew’s background includes in-depth work on large-scale developments—from university expansions and elder care facilities to mixed-use complexes and sports stadiums. His CASp certification allows him to bring a specialized focus to accessibility compliance, ensuring that every project aligns with California’s complex building codes and accessibility standards. Whether he’s reviewing construction documents or collaborating with clients and agencies, Andrew is known for his precision, thoroughness, and real-world knowledge—making him an invaluable partner in
bringing safe, inclusive spaces to life.
Charles Nganga, Structural Coordinator
Charles Nganga is a California-licensed Structural Engineer with a decade of experience tackling some of the most complex and high-profile building projects in the state. With a Master’s in Civil Engineering from Cal Poly San Luis Obispo and ICC certification in Plan Review, Charles brings both technical depth and a practical mindset to every project he touches.
At BPR, Charles leads our structural review efforts with a calm, confident approach—whether he's reviewing courthouse expansions, high-rise hotels, massive tilt-up warehouses, or mixed-use developments. He’s not just a reviewer; he’s a collaborator, helping clients and jurisdictions navigate structural code requirements with clarity and confidence. Beyond the desk, Charles is also a respected trainer in the industry, having taught numerous ICC chapters across California on structural code topics, including the ever-tricky CRC Braced Wall Provisions. Simply put, Charles is our go-to expert for anything structural—smart, reliable, and always ready to bring
stability to even the most challenging projects.
Renee Haynes, Accounting and Administrative Manager
Renee is a dedicated professional with over 17 years of experience in the engineering and building safety field. Currently serving in a dual role at BPR, Renee manages billing within the finance department and is a proposal writer for the marketing team. With a strong background in both technical and administrative functions, Renee brings a unique blend of skills to the table, supporting cross-department collaboration and operational efficiency. A valued team player, Renee has been with us since close to the beginning and is committed to helping ensure success through her versatile contributions.
